The Belgian Embassy is responsible for  Schengen visa applications. You can find more Information on  their websiter.  
The German Embassy Kigali is only responsible for your application if you live permanently in Rwanda and you are not Rwandan.

Also national visas (e.g. students, spouses of German nationals, volunteers etc.) with a validity period of more than three months are processed by the German Embassy.
